ACM Telecom Monitor for Q1 2023

About the Telecom Monitor:

Each quarter, the Netherlands Authority for Consumers and Markets (ACM) publishes the Telecom Monitor. The Telecom Monitor gives an overview of the trends in the telecom sector. The most important market participants in the telecom industry periodically provide data about their activities for the purpose of the Telecom Monitor. ACM examines this data, and, in this way, keeps a close watch on the trends and developments in the various markets. The figures form an important basis for ACM’s market analyses. The trends are presented in an interactive dashboard. In this dashboard, users can select a period starting from 2013 to see the market figures of the telecom market. In addition, users can get more information about the presented figures by holding the cursor over the interactive elements.

Trends and developments in Q1 2023

Mobile services

In the first quarter of 2023, there were 22 million connections: 367,000 more than in the previous quarter. The number of text messages decreased by 4 percent to 522 million in the first quarter. Mobile-data consumption remained unchanged: 426 million gigabytes of data was consumed using devices with sim cards.

T-Mobile has the largest market share among mobile-telecom providers, having a market share between 30 and 35 percent, followed by KPN and VodafoneZiggo, both with a market share between 20 and 30 percent. Mobile virtual network operators (MVNOs) have a combined market share of between 10 and 15 percent.

Machine-to-machine (M2M) applications are becoming more and more important. Such applications involve, for example, cars or devices such as smoke detectors, alarm systems, and smart energy meters that exchange information over the internet with the digital systems of the devices’ operators. In the first quarter of 2023, the number of M2M connections went up by 110,000 connections to 15.26 million.

Fixed telephony

Fewer and fewer people have fixed telephony connections that are used for telephony purposes. In the first quarter of 2023, the number of connections for fixed telephony decreased slightly by 2.5 percent to 4.46 million. In the first quarter of this year, the total number of voice minutes over fixed telephony was 1.16 billion, which is a decrease of 25 percent compared with the previous quarter.

Television

In the first quarter, the number of television plans over fiber-optic was 1.79 million (+1.1 percent). The number of television plans over cable went down to 3.81 million (-0.7 percent). The number of digital television plans (for example, over xDSL, digitenne, or satellite) was 1.22 million (-3.3 percent).

Broadband

In the first quarter of 2023, new fiber-optic connections were installed for 450,000 households. Currently, 6.14 million households have a fiber-optic connection, either outside of the home or into the home itself. Of these households, 2.48 million also have a broadband plan over fiber-optic, which is an increase of 80,000 compared with the previous quarter. The number of broadband plans over copper went down by 7,000 to 1.99 million. The number of broadband plans over cable remained unchanged at 3.81 million.

KPN and VodafoneZiggo continue to be the largest broadband providers. VodafoneZiggo has a market share of 40 to 45 percent, while KPN has a market share of 35 to 40 percent. The market shares of T-Mobile and Delta Fiber were between 5 and 10 percent in the first quarter of 2023. Other broadband providers have a market share of between 0 and 5 percent.

Bundles

In the first quarter of 2023, the number of plans that combine mobile and fixed services (telephony, television, or broadband) rose by 2 percent to 3.42 million. The number of bundles combining two fixed services was 2.75 million, which is an increase of 2.3 percent compared with the previous quarter. There were 3 million bundles combining three fixed services, which is a decrease of almost 13.4 percent compared with the previous quarter.
