This Technical Report, commissioned by the Netherlands Authority for Consumers and Markets (ACM) and the Greek competition authority, forms the scientific basis for a more open approach to sustainability agreements in competition policy. It described the concepts of negative externalities and environmental damage. In addition, the report gives an extensive overview of the empirical instruments in order to measure sustainability gains.
