OPTA is investigating capacity shortfalls at KPN Telecom: Growing number of complaints concerning a shortage of interconnections

OPTA is receiving a growing number of complaints from market parties concerning problems which they are experiencing in relation to their telephone and data calls. According to the telecommunications companies these problems are caused by a capacity shortfall when interconnecting with KPN Telecom’s network. KPN Telecom has provided OPTA with confirmation that interconnection capacity shortfalls do occur.

OPTA has launched an investigation into the efforts being made by KPN Telecom to resolve these difficulties and into how the latter is dealing with these capacity shortfalls in anticipation of a solution.

This investigation is being conducted at the behest of OPTA by the research firm, Stratix, headed by Prof. J. Baron van Till. OPTA has asked KPN Telecom to notify the relevant market parties in writing. In addition, acting at OPTA’s request KPN Telecom will inform the market parties about the capacity shortfalls on 30 November 1998.
