NMa and DTe to Monitor the Electricity Market

The Dutch Competition Authority (NMa) and the Office of Energy Regulation (DTe) will set up a joint monitoring system to follow developments on the Dutch electricity market. In order to establish whether competition on this market functions well after liberalisation, NMa/DTe will gather market information and analyse these data, concentrating on price developments and the behaviour of companies active on this market. The primary aim of this is to monitor compliance with both the Competition Act and the Electricity Act of 1998. In addition, DTe will use the results of this to evaluate the rules applicable to import allocation and the balancing market.

NMa/DTe will gather information on matters such as (import) prices and volumes, the auctioning of available import capacity, quotations on the APX, developments on the balancing market et cetera. This activity will be supported by a committee of independent experts from the Netherlands and abroad, which will be set up especially for this purpose. The members of this committee are Prof. David Newbery (Chairman, University of Cambridge), Prof. Eric van Damme (KUB), Prof. Nils-Henrik von der Fehr (University of Oslo) en Dr. Wim Naeije (former director of Eneco).
