KPN Mobile is not complying with the rules governing mobile phone number portability

OPTA has imposed a conditional penalty on KPN Mobile, because it is failing to comply with regulations governing mobile phone number portability. KPN Mobile is making it unnecessarily difficult for consumers and business callers to switch from one telephone company to another. The rules are designed to ensure that consumers find it easy to take their mobile phone number with them. This spares them the bother of obtaining a new telephone number. It also promotes competition in the mobile phone market.

New rules make it easier for consumers to transfer their mobile phone number to a new telephone company. For the moment KPN Mobile is failing to comply with these regulations.

Which regulations is KPN Mobile failing to comply with?

  • Mobile callers must be able to take their telephone numbers with them irrespective of any subscription contract that they may still have. At present KPN Mobile is preventing callers from taking their number with them to another telephone service provider before their current contract has expired. It goes without saying that the regulations governing number retention do not seek to discharge callers from compliance with their former contractual obligations.
  • It may take no more than 10 working days to transfer a mobile phone number unless, of course, the caller concerned specifically requests a later date.

OPTA will monitor compliance with the rules governing mobile phone number portability closely. Callers may submit complaints to OPTA in this respect. OPTA will act against any provider that fails to comply with the regulations governing mobile phone number portability.
