ACM: Loek Warmte (previously Vestia) has taken measures to solve the problems surrounding its heat network

Dutch heat supplier Loek Warmte (previously operating under the name Vestia Energie) has taken measures to ensure that its heat network in Duindorp, a district in the Dutch city of The Hague, functions properly. In 2022, the Netherlands Authority for Consumers and Markets (ACM) imposed multiple orders subject to periodic penalty payments on Vestia in order to ensure that the problems of residents would be resolved. ACM has established that Loek Warmte/Vestia Energie has now implemented all of the imposed measures.

At the time, ACM took enforcement action against Vestia Energie/Loek Warmte because residents had had problems with their heat supply for quite some time already. Residents had been inconvenienced by disruptions as the filters in their heat pump kept getting blocked by dirt in the water from Vestia Energie’s heat network. That is why ACM ordered Vestia Energie/Loek Warmte to clean the filters, and draw up a recovery plan to ensure a secure supply of heat. In addition, Vestia had to send heat consumers clear annual bills that explained how many gigajoules (GJ) of heat they consumed.

As Loek Warmte/Vestia Energie has complied with all of the orders, it does not need to pay any penalty payments, and ACM will wrap up its investigation. ACM will continue to make sure that Loek Warmte continues to supply heat in a reliable manner.
