Draft method decisions: ACM seeks the right balance between room for investments in the energy transition and affordability for customers
Today, the Netherlands Authority for Consumers and Markets (ACM) made available for consultation the draft method decisions for transmission system operator TenneT and for the distribution system operators to market participants.
In the method decisions, ACM establishes for the next five years the method that will be used for calculating the revenues that system operators are allowed to earn. The tariffs that system operators are allowed to charge is based on these allowed revenues. System operators have to make considerable investments to make the energy transition possible. This means they have an enormous task ahead of them for the coming years. ACM has adjusted its method on several points in order to accommodate for those investments better. At the same time, ACM will continue to ensure that the supply of energy remains affordable by only remunerating the efficient costs.
Manon Leijten, Member of the Board of ACM, says: ‘ACM seeks to strike the right balance between, on the one hand, the room for system operators to invest in the energy transition, and, on the other hand, the short-term and long-term affordability of the supply of energy for users. ACM invites all market participants to submit their opinions about the draft decision, in particular with regard to the effects of the proposed method on the investments in the energy transition’.
Consultation
The draft method decisions are available for consultation for six weeks. The final decisions are expected to be released in September 2021. By then, it will also be clear how high the revenues of the system operators will be.
Interested parties have until May 31, 2021, to submit their opinions. These opinions can be sent to: ACM-Post [at] acm [punt] nl.
