ACM: Postal operators reach employment contracts with 80% of postal workers

Dutch postal operators have concluded employment contracts with at least 80% of their postal workers. In doing so, they meet the statutory standard, and enforcement will not be necessary. The Netherlands Authority for Consumers and Markets (ACM) has come to this conclusion after investigating the level of compliance among postal operators with the so-called 80% standard. The law stipulates that, from 1 January 2018 onwards, postal operators that have a turnover of EUR 2 million or higher must have employment contracts with 80% of their postal workers. Particularly postal operator Sandd expended great efforts to meet the statutory standard in a timely manner.

Prompted by a request for enforcement made by Dutch trade unions FNV, CNV and BVPP, ACM launched an investigation last summer into the postal operators. Of these, at least Sandd did not meet the 80% standard, according to the unions.

In late-2017, the Dutch State Secretary for Economic Affairs and Climate Policy announced that the 80% standard will only take effect starting in 2018. The postal operators had until 1 January 2018 to comply with the law.
